Bring Ministers ,Mayors and others under RTS Act : AVM

Amritsar – Dr. Charanjit Singh Gumtala, Patron Amritsar Vikas Manch has sought to bring ministers  MLAs, Chairmen of Improvement Trusts and different corporations, Mayors, Deputy Mayors under the Punjab Right to Service Act 2011. In a letter addressed to Chief Minister Punjab S. Parkash Singh Badal, Mr. Gumtala has reminded him that on 24th July, 2008 he had announced to develop Amritsar as World Class Tourist destination and he  launched different projects in Amritsar. According to these projects Rohan & Rajdeep Company were to upgrade road network with Rs. 80 crore within 12 months i.e. 24 July, 2009. It was also to build footpaths, street lights, traffic signals and sign indicators.
            But it has been seen that all roads leading to Golden Temple from G.T. Road and Bus Stand are in a bad shape.Gill Road, Akali Phoola Singh Road, Gill road parallel to Akali Phoola Singh Road,Shaheed Bhagat Singh Road, Ghee Mandi Road and roads of Transport Nagar and East Mohan Nagar area are in a pitiable shape for last 5 years. Other roads built by this company have been laid only partially leaving almost 30% of the surface uncovered. Footpaths of many roads are incomplete. It has not maid any service lane for elevated road leading to Saragarhi parking and service lane of G.T. for elevated road leading to Bhandari bridge is not properly maintained.
It was also announced to spend Rs.11 crore for ornamental tree plantation in the city as a part of beautification and clean environment project. But according to survey carried out by National Sanitation Commission at a cost of Rs 3 crore ,Amritsar occupies 405th position in a list of 423 cities.So it  is one of the dirtiest city of India while Chandigarh is at the top of the list and Surat which once very dirty city occupies 3rd position.
It was also announced that a World Class University would be set up at Amritsar and it was claimed that 700 acres land had been identified for this university but we do not know the fate of this university many announcements to this effect not understanding.
            According to Gumtala, it was announced that Government Medical College, Amritsar and Guru Nanak Hospital would be made one of the best hospitals in the world at an expenditure of Rs. 130 crore but the post of Principal has been lying vacant for the last 20 years and many posts of professors are also lying vacant. Buildings are being constructed but there is no medicine for the poor patient. Even the patient  have to purchase  the thermometer from the bazaar. The plight of the World Class Hospital can be seen by paying an actual visit.
It was announced on 24th July, 2008 that development of Heritage Village in Guru Nanak Dev University would be taken up and an amount of Rs. 7 crore would be spent thereon but S. Sukhbir Singh Badal laid the foundation stone of this Heritage Village only on 7 October 2011 after more than 3 years.
Dr. Gumtala has demanded that a high level enquiry should be conducted to investigate the role of ministers, mayors, deputy mayors, chairmen improvement trust etc. for the non-implementation of these projects. Copy has been sent to S. Navjot Singh Sidhu, S. Sukhbir Singh Badal and others.
