ALL DEPARTMENTS WARNED AGAINST OVER EXPENDITURE

·       INSTRUCTIONS FOR ALL THE DEPARTMENTS TO COMPARE THE MONTHELY ACCOUNTS AND TO CHECK THE IRREGULARITIES IN STATISTICS
CHANDIGARH, MAY 17: The Finance and planning Department, Punjab has issued new instructions to all the departments to curb any practice of over expenditure and to check all the financial irregularities in the statistics of accounts of 2011-12.
Disclosing this here today, an official spokesman said that it has been noticed that the districts treasury offices didn’t furnish the monthly accounts in time and most of the time the account submitted by them were incomplete. He said that in addition to this, most of treasury offices didn’t furnish the details/vouchers of the expenditure, which enforce us to book expenditure under Treasury/O.B. Suspense account. Spokesman further said that controlling officers didn’t compare the expenditure statistics in time. He said that the new instructions were issued specially for the irregularities committed in the monthly accounts ranging from November 2011 to January 2012. He said that the concerned offices have also been instructed to incorporate the desired adjustments till 25th May, 2012, so that the closure of accounts might not be delayed.
The spokesman said that the accounts for 2011-12 would be closed upto 15th June, 2012. He said that it has been made mandatory to complete the employees’ Provident Fund/G.P.F’s interest adjustment before the closing of the annual account and comparison of accounts must be completed till March.
He said that it has been found that most of the offices incurred more expenditure than the sanctioned budget. Departments have also been instructed to carry out investigation for any irregularity in account and over expenditure. All the CCOs, COs and DDOs have been instructed to strictly follow the Punjab Government/Finance Department’s norms to monitor any expenditure.
