PUNJAB TO SET UP ADVISORY BODY FOR REVOLUTIONARY REVENUE REFORMS- MAJITHIA

REVENUE INCREASE, WELFARE OF SOCIETY AND MAINTAINENCE OF LAND RECORDS ON TARGET
•       NEW RECUITMENT OF VASIKA NAVEES WOULD BE MADE SOON
CHANDIGARH May 20:The Punjab Government has decided to set up an advisory body with a
view to bringing revolutionary changes in the functioning of Revenue
department. Decision to this effect has been taken by Revenue
Minister, Mr. Bikram Singh Majithia in a high level meeting of revenue
department today.
          Disclosing this here, Mr. Majithia said that the Advisory body would
include the senior level officers of the department besides revenue
experts which would work in cohesion to find out the ways to increase
the revenue, welfare of the people and also maintain land records and
redresse the disputes of NRIs. The department will be modernized and the working be improved as per the needs and requirements of the general public so that they are not harassed.Total transparency in the maintenance of the land records and deeds would be ensured to weed out corruption. A feedback system will be evolved to redress the grievances of the people.        The Minister also said that the review meeting of advisory body would be held after every month. He said that the principle of checks and balances would be adopted within the department and the coordination between patwaris, Kannugos, Naib Tehsildars and Tehsildars would be strengthened. To improve the quality of services, refresher courses
has been made mandatory for all revenue officials and any official who
fails to get trained, would not be posted on the public dealing posts,
said Mr. Majithia.

Taking a serious note of the negligence in maintaining land records,
Mr. Majithia said that the district land record centers and head
office of land record at Jalandhar would be upgraded and modernized.
He said that the project regarding the computerization of Fird Kendras
would be completed within next six months as out of 163 fird Kendras
155 have been already computerized.

The Minister said that to eliminate corruption within the revenue
department, terms of all posts would be fixed and each and every
official would be shifted after the completion of term. He said that
the Divisional checking teams would be set up to check the registries
besides a 24 hours toll free number where people can register their
complaints for the spot redressal.

He said that annual confidential reports (ACR) of every employee must be written and meeting of department promotional committees (DPC)
would be held annually.

Mr. Majithia said that the vacant posts of ‘Vasika Navees’ would be
filled in next six months aiming at improving the functioning of
department at the lowest level.

Chandigarh, May 20:
Punjab will become e-panchayat state till the end of this year by putting all the data of panchayts on website.
Rural Development and Panchayat Minister Mr. Surjit Singh Rakhra disclosing this said that all Zila parishds and Blocjk samities websites are completed and work of panchayat website is going on. Minister said that our target is to put data of all 12776 panchayats of state on website. He said that websites of Panchayats, Zila Parishids and Block Samities are inter connected with each other so that they could be updated from one place.
The Minister said that Punjab has become country’s first state to launch department’s website in regional language (Punjabi). He added that no other state is able to develop its website in any one of the 17 regional languages.
Mr. Rakhra told that 20 Zila parishds and 135 Blocj samities websites are completed and website of some panchayats is also started working. The Minister said that village panchayats associated with famous personalities, popular and historical importance are given special preference for web development. He said that 186 officals and 367 Data entry operators working on e-panchayat project to complete this project till the end of this year.
The Minister said that panchayat department is putting all data of panchayats such as contact number, educational qualification and other personal information on its official website. Website also includes information about distance of village from main cities and main roads, overall information about village, schools, colleges, hospitals, community centres, central and state sponsored schemes going on in villages. He added that besides this all official day to day administrative decisions, orders and transfer will also be available on department’s website.
