Amritsar 24 August( Bharatsandesh news ) Dr Charanjit Singh Gumtala patron of Amritsar Vikas Manch has demanded to provide RTI facility on phone by Centre Govt and Punjab Govt. In a memorandum to the president Sh.Pranab Mukherjee,Prime Minister Dr. Manmohan Singh Congress President Mrs.Sonia Gandhi, Chief Minister S. Parkash Singh Badal and Punjab Governor Sh.Shiv Raj Patil , the he stated that Bihar Govt. has started a scheme called Jaankari on 29 January 2007 by which any person can register his/ her application under RTI act 2005 on on phone . The objective of this scheme is to ensure transparency and to expand its reach to villages, where the literacy rate is low.It is a user friendly ICT (Information and Communications Technology) based facilitation centre to help citizens of Bihar in getting governance related information from public information officers (PIOs) under the Right to Information Act, 2005 (RTI) within stipulated time frame. Use of ICT tools have been widely appreciated by the media and the people because of its user friendly format. According to this project,Facilitation Centre “JAANKARI” was designated and authorized to receive phone calls from public at the pre arranged premium rate i.e. a call costing Rs. 10/per call (rupees ten per call) to take care of the prescribed application fee and generate RTI application on behalf of the caller. Arrangements were made by Beltron to have PRI E-I lines of BSNL dial (155311) terminated at the Facilitation Centre. Besides premium rate call number, another five digit number dial (155310) for help line on normal tariff was also made available for general enquiry on RTI and application status etc. Both these numbers have been widely publicized for public knowledge and consumption.

ਅੰਮ੍ਰਿਤਸਰ 24 ਅਗਸਤ :- ਅੰਮ੍ਰਿਤਸਰ ਵਿਕਾਸ ਮੰਚ ਦੇ ਸਰਪ੍ਰਸਤ ਡਾ. ਚਰਨਜੀਤ ਸਿੰਘ ਗੁਮਟਾਲਾ ਨੇ ਰਾਸ਼ਟਰਪਤੀ ਸ੍ਰੀ ਪ੍ਰਣਾਬ ਮੁਖਰਜੀ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਡਾ. ਮਨਮੋਹਨ ਸਿੰਘ, ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਸ੍ਰੀਮਤੀ ਸੋਨੀਆ ਗਾਂਧੀ, ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਅਤੇ ਗਵਰਨਰ ਸ੍ਰੀ ਸ਼ਿਵਰਾਜ ਪਾਟਿਲ ਨੂੰ ਵਖ ਵਖ ਪੱਤਰ ਲਿਖ ਕੇ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਬਿਹਾਰ ਸਰਕਾਰ ਵਾਂਗ ਕੇਂਦਰੀ ਸਰਕਾਰ ਅਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਟੈਲੀਫਨ ਦੁਆਰਾ ਸੂਚਨਾ ਅਧਿਕਾਰ ਕਾਨੂੰਨ 2005 ਅਧੀਨ ਸੂਚਨਾ ਦੇਣ ਦਾ ਪ੍ਰਬੰਧ ਕਰਨ ਤਾਂ ਜੋ ਆਮ ਆਦਮੀ ਬਿਨਾਂ ਕਿਸੇ ਦਫ਼ਤਰ ਜਾਇਆਂ ਘਰ ਬੈਠੇ ਹੀ ਲੋੜੀਦੀਂ ਸੂਚਨਾ ਪ੍ਰਾਪਤ ਕਰ ਸਕੇ ।
ਪੱਤਰ ਵਿੱਚ ਮੰਚ ਆਗੂ ਨੇ ਕਿਹਾ ਕਿ ਬਿਹਾਰ ਸਰਕਾਰ ਨੇ ਬੀ.ਐਸ.ਐਨ.ਐਲ. ਨਾਲ ਸਮਝੌਤਾ ਕਰਕੇ 29 ਜਨਵਰੀ 2007 ਤੋਂ ਇਕ ਯੋਜਨਾ ਸ਼ੁਰੂ ਕੀਤੀ ਹੈ,ਜਿਸ ਦਾ ਨਾਂ ਜਾਣਕਾਰੀ ਰਖਿਆ ਗਿਆ ਹੈ। ਬਿਹਾਰ ਸਰਕਾਰ ਦੀ ਵੈੱਬ ਸਾਈਟ ਉਪਰ ਇਸ ਬਾਰੇ ਬੜੇ ਵਿਸਥਾਰ ਨਾਲ ਦਸਿਆ ਗਿਆ ਹੈ। ਇਸ ਸਕੀਮ ਅਧੀਨ ਕੋਈ ਵੀ ਵਿਅਕਤੀ 155311ਨੰਬਰ ਫੋਨ ਕਰਕੇ ਲੋੜੀਂਦੀ ਸੂਚਨਾ ਟੈਲੀਫੋਨ ਸੁਣਨਵਾਲੇ ਨੂੰ ਨੋਟ ਕਰਵਾ ਦਿੰਦਾ ਹੈ। ਜਿਹੜਾ ਵਿਅਕਤੀ ਟੈਲੀਫ਼ੋਨ ਸੁਣਦਾ ਹੈ , ਉਹੋ ਲੋੜੀਂਦੀ ਕਾਰਵਾਈ ਕਰਦਾ ਹੈ ।ਉਹ ਸੰਬੰਧਿਤ ਵਿਭਾਗ ਨੂੰ ਲਿਖਤੀ ਸੂਚਨਾ ਭੇਜਦਾ ਹੈ ਤੇ ਉਸ ਦੀ ਕਾਪੀ ਬਿਨੈਕਾਰ ਨੂੰ ਆ ਜਾਂਦੀ ਹੈ। ਜਦ ਕੋਈ ਵਿਅਕਤੀ ਇਸ ਨੰਬਰ ਉਪਰ ਫੋਨ ਕਰਦਾ ਹੈ ਤਾਂ ਉਹ ਕਾਲ 10ਰੁਪਏ ਦੀ ਹੁੰਦੀ ਹੈ। ਇਸ ਤਰ•ਾਂ ਬਿਨੈਕਾਰ ਨੂੰ ਵੱਖਰੇ ਪੈਸੇ ਨਹੀਂ ਭੇਜਣੇ ਪੈਂਦੇ। ਜੇ ਵਿਅਕਤੀ ਦੀ ਪ੍ਰਾਪਤ ਹੋਈ ਸੂਚਨਾ ਨਾਲ ਤਸੱਲੀ ਨਹੀਂ ਹੁੰਦੀ ਤੇ ਉਹ ਉਪਰਲੇ ਅਫ਼ਸਰ ਨੂੰ ਅਪੀਲ ਕਰਨਾ ਚਾਹੁੰਦਾ ਹੈ ਤਾਂ ਉਹ ਮੁੜ ਇਸੇ ਨੰਬਰ ਤੇ ਫੋਨ ਕਰੇਗਾ। ਜਦ ਫੋਨ ਕਰੇਗਾ ਤਾਂ ਮੁੜ ਇਹ ਕਾਲ 10 ਰੁਪਏ ਦੀ ਹੋਵੇਗੀ ਤੇ ਫੋਨ ਸੁਣਨ ਵਾਲਾ ਕਰਮਚਾਰੀ ਲੋੜੀਂਦੀ ਜਾਣਕਾਰੀ ਨੋਟ ਕਰਕੇ ਸੰਬੰਧਿਤ ਵਿਅਕਤੀ ਨੂੰ ਭੇਜੇਗਾ। ਇਸ ਤਰ•ਾਂ ਘਰ ਬੈਠਿਆ ਹੀ ਬਿਹਾਰ ਵਿਚ ਲੋਕਾਂ ਨੂੰ ਜਾਣਕਾਰੀ ਮਿਲ ਰਹੀ ਹੈ। ਜੇ ਕਿਸੇ ਨੇ ਆਮ ਜਾਣਕਾਰੀ ਲੈਣੀ ਹੋਵੇ ਤਾਂ ਉਸ ਲਈ ਫੋਨ ਨੰਬਰ 155310ਹੈ, ਜਿਸ ਲਈ ਟੈਲੀਫੋਨ ਦੀਆਂ ਆਮ ਦਰਾਂ ਹਨ। ਬਿਹਾਰ ਹੀ ਦੇਸ਼ ਦਾ ਇਕੋ ਇਕ ਸੂਬਾ ਹੈ, ਜਿਸ ਵਿਚ ਇਹ ਸੁਵਿਧਾ ਹੈ। ਬਾਕੀ ਸੂਬਿਆਂ ਅਤੇ ਕੇਂਦਰੀ ਸਰਕਾਰ ਤੋਂ ਸੂਚਨਾ ਪ੍ਰਾਪਤ ਕਰਨ ਲਈ ਕਈ ਮੁਸ਼ਕਲਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈਂਦਾ ਹੈ, ਜਿਵੇਂ ਕਿ ਫਾਰਮ ਭਰਨਾ, ਫਾਰਮ ਨਾਲ 10 ਰੁਪਏ ਦੀ ਫੀਸ ਲਾਉਣੀ, ਰਜਿਸਟਰੀ ਕਰਵਾਉਣੀ ਆਦਿ। ਇਸ ਲਈ ਸੂਚਨਾ ਪ੍ਰਾਪਤ ਕਰਨੀ ਆਮ ਆਦਮੀ ਦੇ ਵੱਸ ਨਹੀਂ ਪਰ ਬਿਹਾਰ ਸਰਕਾਰ ਨੇ ਇਹ ਸੁਵਿਧਾ ਦੇ ਕੇ ਹਰੇਕ ਵਿਅਕਤੀ ਨੂੰ ਘਰ ਬੈਠਿਆ ਸੂਚਨਾ ਪ੍ਰਾਪਤ ਕਰਨ ਦਾ ਅਧਿਕਾਰ ਦੇ ਦਿੱਤਾ ਹੈ। ਇਸ ਤਰ•ਾ ਬਿਹਾਰ ਦੇ ਮੁਖ ਮੰਤਰੀ ਸ੍ਰੀ ਨਤੀਸ਼ ਕੁਮਾਰ ਨੇ ਜਨਤਾ ਦੀਆਂ ਮੁਸ਼ਕਲਾਂ ਨੂੰ ਸਮਝਦੇ ਹੋਇ ਇਹ ਸਕੀੰ ਚਾਲੂ ਕੀਤੀ ਹੈ ਪਰ ਕੇਂਦਰੀ ਤੇ ਬਾਕੀ ਦੀਆਂ ਰਾਜ ਸਰਕਾਰਾਂ ਨੇ ਇਸ ਪ੍ਰਤੀ ਅਖਾਂ ਮੀਟੀਆਂ ਹੋਈਆਂ ਹਨ।
