Chandigarh:– Hon’ble Members, I think, the un-parliamentary and unconstitutional incident which took place on Dated 13-03-2013 on the floor of Punjab Vidhan Sabha was unfortunate and condemnable. On the very beginning of Session, Leader of Opposition Mr. Sunil Kumar Jakhar raised such issues, for which no notice was given and were also against the Parliamentary system. Hon’ble Members, as you all know that after the Leader of the House, the Leader of the Opposition is responsible for the smooth flow of proceedings of Vidhan Sabha by following the Parliamentary system.
According to the practice and procedure of Lok Sabha, the Leader of Opposition as well as Leader of the House is an important functionary in Parliamentary System, which further increases the responsibility of leader of opposition. As far as yesterday’s incident concerned, it was very unfortunate and I feel it very bad. First of all unnecessary slogans were being raised on the floor of Vidhan Sabha. These slogans were raised earlier in some sessions also and it was the right of Opposition that they can register their protest on any issue, if they want. Opposition can raise these issues from their own seats, but hurling the copies towards the Chair of Speaker is a shameful act, insult of this Chair and they not only threw the copies but it was also unfortunate that some copies, which thrown towards this Chair, I was informed, may be its right, also hit the Leader of the Opposition.
So, I think, it is not a shocking but an extremely unfortunate act and I also understand that I did not see such an incident in my whole life. I have also served as Speaker here and also as Deputy Speaker, Lok Sabha. I was also Member Parliament and also MLA in 1977. I did not see such an incident throughout my life, where a person possesses the Chair of Speaker, where copies were being throwing towards the Chair of Speaker from the Well of the Floor, my secretary sustained injuries and someone sit on the Chair of Speaker, responsible person sits on it and I think it was the insult of highest order to Speaker’s Chair. I do not want repetition of such unfortunate incident in future. I think, these members do not want to run the proceedings of the Session. So, I am naming those members whom I am suspending for the rest of the day. It is my duty to inform the house that I have no other option except to accept the resolution presented by Hon’ble Parliamentary Affairs Minister.
But before that I would request Hon’ble members of the House Sardar. Jagmohan Singh Kang, who sat on the Chair of Speaker, Sardar Charanjit Singh Channi, Sardar Amarinder Singh Raja Warring, Hardyal Singh Kanboj, Rana Gurjit Singh, Shri. Sukhwinder Singh Randhawa, Sardar Parminder Singh Pinki, Sardar Balbir Singh Sidhu, Sardar Kuljit Singh Nagra, to leave the seats for the whole day.
